The Developments of National Significance (Procedure) (Wales) Order 2016
PUBLICITY AND CONSULTATION BEFORE APPLYING FOR PLANNING PERMISSION NOTICE UNDER ARTICLES 8 AND 9 (2)

Purpose of this notice: this notice provides the opportunity to comment directly to the developer on a proposed Development of National Significance (DNS) prior to the submission of a planning application to the Welsh Ministers. Planning applications for DNS will be publicised by the Welsh Ministers and the relevant local planning authority; any comments provided in response to this notice will not prejudice your ability to make representations to the Welsh Ministers on any related DNS planning application. You should note any comments submitted may be placed on the public file.

a. Proposed development of Upper Ogmore Grid Connection. The new connection is located in Upper Ogmore, Garw and Llynfi Valleys of Bridgend and Neath Port Talbot.
The route begins to the west of the A4063 near Caerau, as an Overhead Line (OHL) for approximately 1.1km. As the route reaches Caerau, the route then transitions into Underground Cables (UGC), following the existing highway network for approximately 1.7km to the north. Immediately before reaching Brynheulog Road, the route goes back to OHL for approximately 3km to the east. To the west of the Clawdd Mawr Dyke, the route transitions back into UGC and continues east for approximately 3.2km.

b. I give notice that National Grid Electricity Distribution (South Wales) plc.

c. is intending to apply to the Welsh Ministers for planning permission in respect of Development of National Significance which is comprised of both UGC and 66kV (kilovolt) OHL which will provide a connection between Upper Ogmore Wind Farm and the wider national grid

d. and considers that the following secondary consents are connected to the proposed application and that a decision in respect of those consents is to be made or should be made by the Welsh Ministers, or a person appointed by the Welsh Ministers for that purpose:

Scheduled Monument Consent;
Consent under Section 38 of the Commons Act 2006 to carry out restricted works on common land.

a. Datblygiad arfaethedig o Gysylltiad Grid Ogwr Uchaf. Mae’r cysylltiad newydd wedi’i leoli yn Nyffrynnoedd Ogwr Uchaf, Garw a Llynfi ym Mhen-y-bont ar Ogwr a Chastellnedd Port Talbot. Mae’r llwybr yn dechrau i’r gorllewin o’r A4063 ger Caerau, fel Llinell Uwchben (OHL) am oddeutu 1.1km. Wrth i’r llwybr gyrraedd Caerau, mae’n trawsnewid i Geblau Tanddaearol (UGC), gan ddilyn y rhwydwaith priffyrdd presennol am oddeutu 1.7km i’r gogledd. Yn syth cyn cyrraedd Heol Brynheulog, mae’r llwybr yn dychwelyd i Llinell Uwchben am oddeutu 3km i’r dwyrain. c. yn bwriadu gwneud cais i Weinidogion Cymru am ganiatâd cynllunio mewn perthynas â Datblygiad o Arwyddocâd Cenedlaethol sy’n cynnwys cyfarpar tanddaearol a llinellau uwchben o 66kV (cilofolt) a fydd yn darparu cysylltiad rhwng Fferm Wynt Ogwr Uchaf a’r grid cenedlaethol ehangach

d. ac yn ystyried bod y cydsyniadau eilaidd a ganlyn yn gysylltiedig â’r cais arfaethedig a bod penderfyniad mewn cysylltiad â’r cydsyniadau hynny i’w wneud gan Weinidogion Cymru, neu gan berson a benodir gan Weinidogion Cymru at y diben hwnnw, neu y dylai gael ei wneud ganddynt:
